Colonel T. Marc Skinner
Colonel T. Marc Skinner is from Galion, Ohio. He attended the University of Wisconsin - Green Bay, and graduated summa cum laude in 2000 with a Bachelor of Science in Human Biology with an emphasis in Exercise Science. He graduated from The University of North Carolina at Chapel Hill in 2002 with a Master of Physical Therapy degree, from Temple University with a Doctor of Physical Therapy degree in 2012, from Baylor University with dual Masters degrees in Healthcare and Business Administration in 2016, and from the US Army War College with a Masters degree in Strategic Studies in 2025. He is a Board Certified Specialist in Sports Physical Therapy and is a Fellow of the American College of Healthcare Executives. His military education includes Airborne School, Ranger School where he received the Merrill’s Marauder Award (Enlisted), Jumpmaster School where he graduated as the Honor Graduate, Master Fitness Trainer School, the Jungle Warfare School, Officers Basic Leadership Course, Modern Army Combatives Level 1 Course, the Captain’s Career Course, Command and General Staff College, the Interagency Institute for Federal Health Leaders Course, and the US Army War College.
Colonel Skinner started his military career as an enlisted infantryman. He was assigned to the 3rd Ranger Battalion. His enlisted career culminated as a Fire Team Leader and a Squad Leader. He left Active Duty to pursue an education in physical therapy. He spent four years in the Wisconsin National Guard in the 32nd Infantry (Mechanized) Division during his undergraduate education. COL Skinner rejoined Active Duty as a Physical Therapist after more than five years’ experience in the civilian sector. His assignments include: Chief of Physical Medicine at Baumholder, Germany; Assistant Chief, Physical Therapy at Madigan Army Medical Center, Washington; Business Plans and Operations Officer at Office of The Surgeon General at Falls Church, Virginia; Chief, Multispecialty Clinic at Kimbrough Ambulatory Care Center, Maryland; Commander, McAfee Health Clinic, New Mexico; Director, Physical Performance Service Line at Madigan Army Medical Center, Washington; and Chief, Experimentation Division at the Medical Future Capabilities Directorate, Texas.
Colonel Skinner’s awards and decorations include the Meritorious Service Medal (4 OLC), the Army Commendation Medal (4 OLC), and the Army Achievement Medal (5 OLC). He has earned the Ranger Tab, the Expert Field Medical Badge, the Expert Infantryman Badge, the Parachutist Badge, the Senior Parachutist Badge, and the German Armed Forces Badge for Military Proficiency.
